■調査方法の概要

・調査目的：参加制度が充実しているが、サービス度が低い自治体（問題児）と参加度及び

サービス度が充実している自治体（優良児）の間に、どのような違いがあるの

か。特に組織文化や市民参加に関する考え方について把握すること。

・調査方法：セミフォーマルインタビュー調査

・調査場所：調査対象者が指定した場所

・所用時間：30分～１時間

・条件　　：①調査対象とする担当課は指定しない。

②調査対象者となる担当課、担当者の数は指定しない。

③質問内容の概略は事前に提示する。

④調査対象者となった理由は説明しない。

⑤論文内では、調査対象者を特定できる表現は行わない。
