This proclamation confirms the Act of February 1701, (see item above) "for preventing the increase of Beggars, Vagabonds, Poor and idle Persons... " and makes its teens stricter, prohibiting landlords letting rooms to any but freemen and burgesses, or to their children, on pain of an increased fine.
