John Bellers (1654-1725), a Quaker philanthropist who - in some ways anticipating the Communist Utopia-Builders of the first half of the nineteenth century- projected a "College of Industry", which was to be, under the humane administration of the wise, "an epitome of the world". Bellers's suggestions were noticed with approval by Robert Owen and Karl Marx. In the present pamphlet, one of his last productions, Bellers again sets out his plans for a "Colledge of Industry" indicating the advantages which would result from it. See Beatrice and Sidney Webb The Old Poor Law p.107-8.
