George Nicholls, friend of Chadwick, Poor Law Commissioner in England, first
Secretary to the Poor Law Board. He had been a strong advocate of the "Workhouse
test" and was completely opposed to out-door relief to the able bodied. Hugh Owen
took over from Sir John Lambert as head of the Poor Law Department.
